Overview:

  • The Government of India passed the CLRA in the year 1970, this helps to eliminate the exploitation of sub contracting work and establishing better working condition for contracted employees. 
  • According to CLRA Act, contract labor refers to a type of workforce acting as an indirect company employee who is employed to work under contract. In other words, if any establishment hires labors under contract must register under CLRA Act.
  • This CLRA applies to all firms registered in India. This is applicable to all firms, contractor who employ more than 20 labors in the preceding 12 months. 
  • A principle employer cannot employ more than 20 labors without this CLRA license, if the employer employs labors then he or she will be punished with an imprisonment of 3 months or fine of rupees 1,000 or both.        
Requisites:
  • If a company or organization hires labors through contract the company should get CLRA License. If the company or organization has more than 20 people as paid labors for twelve months should get license.     
Procedure:
  • Both online and offline procedure is available.
  • Visit the State’s Labor Department portal and sign in.
  • Select the option concerning contractor labor license, the portal will open e-form. 
  • Fill the e-form and upload mandatory documents.
  • Payment should be made online and submit
  • After submission the form will undergo inspection. In case of any correction it will be intimated to the person through the applicant’s contact number.
  • If those errors are corrected the authority issue the license.         


Documents required: 
  • Proof of identity: Passport, PAN Card, Driving license, Bank passbook with photo and signature, 
  • Proof of Address: AADHAR, Voter Id, Property Tax receipt.
  • Copy of self – attested copy must be provided
  • Trade license copy
  • Form 3 
  • Agreement copy between contractor and principle employee.
  • Rental agreement in case it is not his own property, GSTIN of the company     
Renewal:
  • The validity if license is 1 year and renewal should be made within 30 days from the date of its expiry. 
  • Visit the State’s Labor Department portal, click online service and log in. 
  • Select renewal option and fill the details, upload documents and submit the application by paying the suitable fee.
  • An acknowledgment will be generated and an SMS alert will be sent to the applicant.
  • If the applicant is satisfied then the Contract Labor License will be renewed and sent through post.
