Overview:
  • Every food business operator involved in the manufacturing, processing, storage distribution and sale of food products must compulsorily obtain FSSAI Registration or License.
  • FSSAI Registration is different from the FSSAI License in the sense that depending on the size and nature of the business, FBO should obtain the necessary registration or license.
  • It is a 14-digit registration or a license number that is printed on all the food packages. The 14 digit registration number gives details about the assembling state, producer’s permit. This registration procedure is aimed to create more accountability on the FBO to maintain the quality of the food products. The licensing and registration procedure and requirements are regulated by Food Safety & Standards (Licensing and Registration of Food Business) Regulations, 2011.
  • According to Section 31(1) Food Safety and standard Authority of India states that FSSAI License and Registration is mandatory for food business in India, which manufactures, stores, transports or distributes food.
Requisites:
  1. A food business that has an annual turnover up to Rs. 12 Lakhs, then a basic FSSAI Registration is needed.
  2. Where the annual turnover up to Rs. 20 crores and operates in one state then a State FSSAI License is needed. 
  3. Where an annual turnover of more than 20 crores and operates in multiple states, a Central FSSAI license is needed.

Less than 2 large animals or 10 small animals or 50 poultry birds per day.

Food units other than the above mentioned

100 ltr/Kg per day.

Cold storage

Turnover of up to Rs.12 lakhs per annum.

Wholesalers

The yearly turnover of up to Rs.12 lakhs.

Retailers

The yearly turnover of up to Rs.12 lakhs

Distributors

The yearly turnover of up to Rs.12 lakhs.

Suppliers

The yearly turnover of up to Rs.12 lakhs.

Dhaba owners

Rs.12 lakhs turnover per annum.

Clubs/Canteen

Rs.12 lakhs turnover per annum.

Hotels/Restaurant

Rs.12 lakhs turnover per annum.

Transporters

Rs.12 lakhs turnover per annum.


Process: 

An application form is sent to the Licensing Authority along with registration fees and payment could be made online as well. Once a FSSAI number is allotted or given, this could be printed on food package manufactured or processed by the business. 

Documents required:
  • Photo identity proof of the food business operators
  • Business constitution certificate, i.e. partnership deed, COI, shop and establishment license 
  • Proof of possession of the business premises
  • Food safety management system plan
  • List of food products manufactured or processed. 
  • Bank account information 
  • NOC by municipality or panchayat, health NOC, etc.. 
For State License: 
  • Form B duly completed and signed
  • Plan of the processing unit showing the dimensions and operation – wise area allocation
  • List of directors/ partners/ proprietor with address, contact details and photo ID
  • Name and list of equipment and machinery used with the number and installed capacity. 
  • Letter from manufacturer nominated a responsible person name and address. 
  • Analysis report of water to be used in the process to confirm the portability. 
  • Copy of certificate under Coop Act, 1861/ multi state Coop Act, 2002. 
For Central License:
  • Form B duly completed and signed
  • Plan of the processing unit showing the dimensions and operation – wise area allocation
  • List of directors/ partners/ proprietor with address, contact details and photo ID
  • Name and list of equipment and machinery used with the number and installed capacity. 
  • Letter from manufacturer nominated a responsible person name and address. 
  • Analysis report of water to be used in the process to confirm the portability. 
  • Source of raw material for milk, meat, etc
  • Ministry of commerce certificate for 100% EOU 
  • NOC by FSSAI
  • IE code document issued by DGFT
  • Form IX
  • Certificate from ministry of Tourism
  • Documents for proof of turnover and transportation
  • Declaration form
Renewal: 

License is issued for one or five years. Application for renewal is to be made before 30 days of the expiry of the current license.

  • Declaration by the Proprietor or director that he or she will comply with the rules,
  • Photo ID of the Proprietor or Director
