Overview:

  • The Private Security Agencies Regulation Act (PSARA), 2005, regulates the aspect of the operation related to the Private Security agency business in India. If a person wants to start a security agency business, they need to get this license in India. If they want to provide service outside India, they need to be obtained from Controlling Authority, consult the Central Government before according to such permission.  
  • Amidst the increased crime, the concern for security is also rising. With a goal to protect the anti national components into business this was introduced. This act benefits, arrange and monitor the working of these agencies.
  • Under the act, no individual or public security agency is allowed to run business of providing security services to other private business establishments, individual or property. So the Government works as a medium to provide license to such agencies to ensure with the guidelines of the act.           
Requisites:
  • One person company, Partnership Company, LLP, Sole proprietorship, Limited Liability Company. 
With regard to director’s/ principal officer’s role: 
  • A person must be a citizen of India, person’s age shouldn’t be considered to be minor, to cover business expenses, an individual needs to have enough financial resources and the person must have a clean criminal background.
With regard to security guard role:
  • The applicant must be an Indian citizen, the person shouldn’t be under 18 years old or older than 65, the individual should display appropriate behavior, the candidate must have a flawless service history free of any terminations, all the selected individuals should adhere to the physical qualities and the person needs a character reference letter from a previous employer.

  • Shop and establishment registration 
  • Certificate of Incorporation
  • Income Tax Returns of Directors
  • Address proof of registered office
  • Logo of the agencies
  • Identity proof of directors and employees
  • Affidavit under PSARA
  • 2 photos of promoters
  • Signed MOA with training institute
Process:
  • Signing of MOU: The license seeker needs to sign MOU (Memorandum of Understanding). This MOU is used as a viable instrument for serving purpose which is agreed by interested parties.
  • Police Verification: Form 1 has to be filed by the license seeker.
  • Filing of PSARA Application: Application is submitted to PSARA Authority. The application process will start as soon as the authority receives NOC from Police. 
  • The authority could either register or reject it. On rejection the person will be given a notice through registered contact details.
